Responsible for managing the complete proposal lifecycle, leading cross-functional bid teams, ensuring compliance with client instructions, and submitting professional technical and commercial proposals.
Key Responsibilities
- Own the end-to-end proposal process from tender receipt to submission, including bid/no-bid support, schedule, responsibilities matrix, compliance matrix, and internal approvals.
- Review client instructions, contract requirements, scope of work, technical specifications, commercial conditions, and submission requirements to develop a compliant proposal strategy.
- Lead coordination between estimation, engineering, procurement, construction, planning, QA/QC, HSE, legal, finance, and operations teams.
- Prepare and manage technical and commercial proposal documents, executive summaries, methodology statements, organization charts, staffing plans, project schedules, compliance statements, and qualifications/exclusions.
- Manage tender clarifications, client communications, site visit inputs, addenda, and response tracking while maintaining confidentiality and document control.
- Ensure proposal content addresses client priorities such as safety, quality, schedule certainty, local requirements, Saudization/local content, risk controls, and operational readiness.
- Review final estimate, pricing strategy, risk register, contract deviations, and proposal assumptions before management approval.
- Ensure all bid activities follow EXACTTS ethics, Saudi regulations, client supplier requirements, anti-bribery controls, and approved delegation of authority.
Qualifications & Technical Skills
Proposal management, tender governance, bid strategy, technical/commercial submissions, compliance matrices, risk registers, client presentations.
Aramco, SEC, GCC, EPC, oil & gas, power, industrial construction, maintenance, or shutdown proposal experience preferred.
Preferred Experience
- Saudi Aramco or major oil & gas client experience is strongly preferred where applicable.
- Experience in refineries, petrochemical plants, gas plants, pipelines, terminals, industrial maintenance, shutdowns/turnarounds, or EPC construction is preferred.
- SEC, utility, power generation, substation, transmission, distribution, or EPC power project experience is preferred where applicable.
- GCC/KSA experience is an advantage.
- Strong ability to work with multicultural teams, client representatives, subcontractors, vendors, and internal departments.
Driving license required; PMP or proposal-management certification preferred
