Proposal Manager

Lead and manage the full proposal lifecycle, from RFP/RFQ review to final submission.

Coordinate with Business Development, Technical, Commercial, Contracts, Finance, and Design teams to develop winning proposals.

Develop proposal schedules, assign responsibilities, and ensure all submission deadlines are met.

Review tender documents and prepare compliance matrices, clarifications, assumptions, and exclusions.

Ensure all proposals meet client requirements, company quality standards, and branding guidelines.

Manage proposal documentation, templates, and lessons learned to improve future submissions.

Coordinate proposal review meetings and approval processes.

Support the Business Development team by converting qualified opportunities into successful bids.

Monitor tender portals and maintain an up-to-date pipeline of bidding opportunities.

Continuously improve proposal processes, quality, and win rates.

Bachelor's degree in Engineering, Architecture, Construction Management, Business, or a related field.

8+ years of experience in proposal or bid management within an engineering consulting, PMC, EPC, or construction company.

Proven experience managing complex technical proposals and government tenders.

Strong knowledge of tendering processes, proposal best practices, and document management.

Excellent project coordination, communication, and stakeholder management skills.

Fluent in English; Arabic is an advantage.
