seeking a highly experienced and dynamic HSE Manager to spearhead the health, safety, and environmental governance for our Saudi Aramco pipeline projects. This role requires a strategic safety leader responsible for the end-to-end development, implementation, and enforcement of the Project HSE Management Plan across all phases of cross-country pipeline infrastructure. The successful candidate will foster a culture of "zero incidents," ensuring all construction, heavy lifting, and commissioning activities are executed in strict accordance with Saudi Aramco’s rigorous safety mandates, General Instructions (GIs), and international environmental regulations.
Role & Responsibilities:
- Safety Leadership: Provide comprehensive oversight of the project safety lifecycle, establishing a proactive "Zero Harm" culture across all site operations, camps, and logistics networks.
- Aramco Liaison & Compliance: Serve as the primary point of contact for Saudi Aramco Environmental Protection (EPD) and Loss Prevention Departments (LPD). Coordinate site inspections, safety reviews, and client hazard assessments.
- Work Permit Governance: Champion and rigidly govern the Saudi Aramco Work Permit System (PTW) across all pipeline construction corridors, ensuring all supervisors and receivers are strictly compliant.
- Risk & Hazard Assessment: Lead Job Safety Analyses (JSA) and Hazard Identification (HAZID) studies for critical activities, including deep trenching, heavy lifting, cross-country logistics, and tie-ins.
- Incident Investigation: Formulate and lead response protocols for near-misses or incidents. Conduct deep root-cause analyses, prepare technical safety reports, and implement strict corrective and preventive actions (CAPA).
- Emergency Response: Design, implement, and test project-specific emergency response plans (ERP) and evacuation procedures tailored for remote, cross-country pipeline terrains.
- Reporting & Auditing: Conduct regular HSE audits of field operations, camps, and subcontractors. Deliver comprehensive weekly and monthly HSE performance metrics, trend analyses, and safety documentation to senior management and the client.
Requirements:
- Education: Degree in Engineering, Safety Management, Environmental Science, or a relevant technical field.
- Aramco Approval: Must possess a valid, prior Saudi Aramco approval as an HSE Manager, with a proven track record of navigating Aramco Loss Prevention protocols.
- Experience: Minimum 12–15+ years of experience in the Oil & Gas sector, specifically in cross-country pipeline construction, with at least 5–8 years in a senior HSE management role.
- Certifications: NEBOSH International Diploma or IGC, OSHA/CHST, and recognized Lead Auditor certifications (ISO 45001:2018 & ISO 14001:2015).
Technical Skills: Proficient in Microsoft Office and digital hazard-tracking systems; deep knowledge of Saudi Aramco Safety General Instructions (GIs), Construction Safety Manual (CSM), and international environmental regulations.
- Leadership: Exceptional ability to direct large, multidisciplinary safety inspector teams and specialized subcontractors across sprawling geographical areas.
- Standards Expertise: Thoroughly conversant with Saudi ARAMCO General Instructions (such as GI 2.100 for Work Permits, GI 7.000 for Crane Operations), and emergency rescue systems.
- Multidisciplinary Knowledge: Well-versed in the specific safety complexities of pipeline execution, including Right-of-Way (ROW) clearing, steep slope grading, heavy pipe stringing, radiography safety, joint coating hazards, hydrotesting, and camp management.
- Communication: Authoritative yet collaborative interpersonal skills to interface effectively between remote field operations, client safety representatives, and corporate leadership.
- Technical Proficiency: Proficient with Microsoft Office suite and familiar with the latest digital incident-reporting systems and environmental impact tracking software.
