The objective of this position is to efficiently prepare, analyze, and facilitate government and private tenders and projects with high competency, ensuring the submission of precise financial and technical proposals that achieve the highest chances of project success while maintaining company profitability and minimizing risks.
Responsibilities:
Review of tender documents, specifications, and drawings (BOQ / Drawings / Specs).
Analyze the scope of work and identify gaps and risks.
Prepare technical and financial inquiries (RFIs).
Ensure all required items are included in the tender.
Prepare unit rate analysis.
Calculate direct and indirect costs:
Labor (salaries + allowances + insurance + government fees).
Materials and suppliers.
Equipment.
Administrative and operational expenses.
Calculate government costs:
Social insurance.
Labor office.
Accommodations and permits.
Medical insurance.
Travel tickets.
End of service benefits.
Develop competitive pricing strategies based on project type and scope.
Analyze market conditions and competitors.
Determine appropriate profit margins based on risk levels.
Prepare pricing scenarios (Best / Expected / Worst).
Prepare the final financial proposal.
Coordinate the preparation of the technical proposal.
Ensure compliance of the proposal with the tender requirements.
Review BOQ and quantities accurately.
Coordinate with departments (technical, operational, financial, procurement).
Monitor submission deadlines and adhere to the schedule.
Support project management post-handover.
Required Qualifications:
Bachelor’s degree in engineering (Civil / Architectural / Mechanical).
Professional certifications in project management or cost estimation are preferred.
Experience:
Minimum 5 years of experience in cost estimation and tendering.
Proven experience in projects:
Construction and contracting.
Maintenance and operations (O&M).
Experience in government projects is preferred.
Essential Requirements (Must-Have):
Work experience in Gulf countries, preferably within the Kingdom of Saudi Arabia.
Familiarity with government tendering and procurement systems.
Experience in dealing with the approval platform.
Comprehensive knowledge of the Saudi market costs (salaries, government fees, materials, etc.).
