Estimation
- Review ITB documents, technical specifications, drawings, P&IDs, instrument indexes, and project scope.
- Prepare detailed cost estimates for instrumentation and control system projects.
- Perform quantity take-offs and prepare Bills of Quantities (BOQ).
- Estimate costs for:
o Field Instruments
o Control Valves
o Instrument Cabling
o Junction Boxes
o Instrument Tubing & Fittings
o DCS, PLC, ESD, SCADA Systems
o Analyzer Packages
o Instrument Installation, Calibration, Testing & Commissioning
- Obtain and evaluate quotations from vendors and subcontractors.
- Prepare manpower loading and productivity calculations.
- Support tender submissions, bid evaluations, and commercial proposals.
- Identify project risks, assumptions, and cost-saving opportunities.
Cost Control
- Develop project budgets and cost control procedures.
- Monitor project costs against approved budgets.
- Track labor, material, equipment, and subcontractor expenditures.
- Prepare cost forecasts, cash flow projections, and earned value reports.
- Analyze cost variances and recommend corrective actions.
- Prepare weekly and monthly cost reports for management review.
- Evaluate variation orders, claims, and additional scope costs.
- Coordinate with Engineering, Procurement, Planning, Finance, and Project Teams.
Qualifications
- Bachelor's Degree in Instrumentation Engineering, Electronics Engineering, Electrical & Instrumentation Engineering, or related discipline.
- Certification in Cost Engineering, Estimation, or Project Controls will be an advantage.
Experience Requirements
- Minimum 5–10 years of experience in Instrumentation Estimation and/or Cost Control.
- Mandatory experience with international companies involved in EPC, Oil & Gas, Petrochemical, Refinery, Power, or Industrial Construction projects.
- GCC/Middle East project experience preferred.
- Experience in brownfield, greenfield, shutdown, turnaround, maintenance, and capital projects.
- Strong exposure to budgeting, forecasting, project cost reporting, and tender estimation.
Technical Skills
- Strong knowledge of industrial instrumentation and control systems.
- Ability to interpret:
o P&IDs
o Instrument Loop Diagrams
o Hook-Up Drawings
o Instrument Indexes
o Cause & Effect Diagrams
o Control System Architecture Drawings
- Advanced proficiency in MS Excel.
- Experience with SAP, Oracle, or other ERP systems.
- Familiarity with estimation software and project control tools.
- Strong analytical and commercial skills.
Preferred International Company Experience

Preferred Candidate Profile
- Immediate joiners or candidates with short notice periods.
- Strong understanding of EPC project execution and project controls.
- Excellent communication and reporting skills.
- Ability to work under pressure and meet tender/project deadlines.
- GCC experience will be a significant advantage.
