Key Responsibilities
- Lead and manage all project HR functions including recruitment, employee relations, compensation & benefits, performance management, and training.
- Develop workforce plans based on project manpower requirements.
- Manage recruitment activities for both local and expatriate employees.
- Oversee onboarding, offboarding, employment contracts, attendance, and personnel administration.
- Coordinate work visas, Iqama, GOSI, Qiwa, Muqeem, and other governmental procedures.
- Ensure compliance with Saudization requirements and Saudi labor regulations.
- Handle employee relations matters and labor disputes.
- Establish and improve HR policies, procedures, and project HR systems.
- Support project management and regional headquarters in organizational development and workforce planning.
- Perform other duties assigned by management.
Qualifications
Education & Experience
- Bachelor's degree in Human Resources, Business Administration, Law, or a related field.
- Minimum 5years of HR experience.
- At least 5 years of HR management experience in construction, EPC, MEP, infrastructure, or industrial projects.
- Previous Middle East or Saudi Arabia experience is highly preferred.
Technical Competencies
- Strong knowledge of project-based HR management.
- Familiar with Saudi Labor Law and HR regulations.
- Hands-on experience with Qiwa, GOSI, Mudad, Muqeem, and Absher platforms.
- Experience in expatriate workforce management and localization programs.
- Strong stakeholder management and communication skills.
- Ability to work in a multicultural environment.
Language Requirements
- Fluent English (written and spoken).
- Arabic is a strong advantage.
- Chinese-English bilingual capability is preferred.
Preferred Qualifications
- Experience on major Saudi projects such as Qiddiya, NEOM, Diriyah Gate, or Red Sea Project.
- Experience with Chinese state-owned construction companies overseas.
- Professional HR certifications such as SHRM, CIPD, PHRi, or equivalent.
