Customs Specialist

Job Responsibilities

1. Strategic Planning & Digitalization

Smart Customs Compliance System Development: Establish the company’s customs compliance control system, comprehensively drive digital transformation, lead the development and continuous optimization of the smart customs platform.

2. End-to-End Import & Export Customs Clearance Management

Regulatory Compliance: Oversee full-process customs clearance for import and export goods, ensuring all operations strictly comply with regulations issued by the Zakat, Tax and Customs Authority (ZATCA) of Saudi Arabia.

Documentation & Classification Review: Accurately verify HS Codes and rigorously examine clearance documents including commercial invoices, packing lists, certificates of origin, etc., to minimize tariff risks and compliance loopholes.

3. Government Relations & Emergency Response

Official Liaison: Represent the company to build and maintain sound partnerships with Saudi governmental authorities including Saudi Customs, Port Authorities and the Ministry of Investment (MISA).

Incident Resolution: Take charge of emergency cases such as customs inspections, cargo detention, customs valuation disputes and penalty appeals. Strive to shorten cargo port detention time and strictly control demurrage and detention charges.

 4. Team & Supplier Management

Team Development: Lead, manage and train local and expatriate customs declaration teams to rapidly improve their practical operational capabilities within Saudi Arabia.

Freight Forwarder & Customs Broker Management: Screen, evaluate and manage third-party customs brokers and logistics service providers; formulate and assess relevant KPIs to guarantee service quality.

Language Requirements

• Arabic (Core Advantage): Fluent / Native proficiency. Capable of reading Saudi legal provisions and customs documents without barriers, and conduct commercial & technical negotiations with Saudi customs officials on behalf of the company.

• Chinese (Cultural Bridge): Native proficiency. Candidates shall be Chinese nationals or ethnic Chinese with equivalent native Chinese capability, acting as a seamless communication bridge between China Headquarters and local Saudi teams to eliminate cultural and management gaps.

• English (Working Language): Proficient. Used for daily office work, cross-regional team collaboration and reporting to senior management at Headquarters.
