Parsons is looking for an amazingly talented Quantity Surveyor to support cost management, quantity measurement, commercial evaluation, and contract administration activities for a major Airport, Infrastructure, and Airfield Development Project. The successful candidate will be responsible for managing quantity surveying activities across complex airport assets including passenger terminals, runways, taxiways, cargo aprons, aircraft stands, external infrastructure, utilities, buildings, and associated facilities. The Quantity Surveyor will support the Delivery Partner by providing accurate quantity assessments, cost analysis, variation evaluation, payment certification support, and commercial reporting throughout the project lifecycle. The role requires strong experience in quantity surveying, cost control, construction measurement, contract administration, and commercial management within major infrastructure, aviation, or large-scale construction projects.

What You'll Be Doing:

• Perform quantity surveying activities for civil, architectural, structural, MEP, and infrastructure works.
• Review project drawings, specifications, BOQs, and contract documents to determine quantities and cost impacts.
• Prepare quantity measurements, take-offs, and cost assessments for project activities.
• Support cost planning, forecasting, and budget monitoring activities.
• Ensure accuracy and consistency of quantity data throughout project phases.
• Measure completed works and verify contractor progress quantities.
• Review contractor interim payment applications and supporting documentation.
• Validate quantities against: Approved drawings. Site progress. Inspection records. Approved variations. Contract requirements.
• Support preparation of payment certification recommendations.
• Maintain records of measured works and valuation status.
• Support commercial management activities in accordance with contract requirements.
• Review contractual submissions including: Variations. Change requests. Claims. Extension of time submissions. Compensation events.
• Provide quantity and cost assessments for contractual matters.
• Support the commercial team in evaluating contractor entitlements and project impacts.
• Review and evaluate variations arising from: Design changes. Scope modifications. Additional works. Client instructions. Site conditions.
• Prepare quantity calculations and cost impact assessments.
• Verify contractor variation submissions and supporting records.
• Maintain variation logs and track approval status.
• Support effective change control processes.
• Provide quantity surveying support for major airport development elements including: Terminal buildings. Runways and taxiways. Cargo facilities. Aircraft aprons and stands. Roads and external works. Utility networks. MEP systems. Airport operational facilities.
• Understand complex interfaces between different disciplines and work packages.
• Support cost evaluation of multidisciplinary construction activities.
• Support preparation and review of tender documentation, BOQs, and pricing schedules.
• Review contractor quotations, commercial submissions, and cost breakdowns.
• Assist in tender evaluation and commercial comparisons.
• Support procurement teams with quantity and cost-related inputs.
• Verify pricing against market benchmarks and project requirements.
• Prepare quantity and cost reports for project management.
• Support monitoring of: Approved budgets. Forecast costs. Actual progress. Variations. Potential cost risks.
• Provide commercial updates and quantity-related analysis.
• Maintain accurate cost and quantity records throughout the project lifecycle.
• Conduct site visits to verify completed works and construction progress.
• Coordinate with: Construction teams. QA/QC teams. Engineering disciplines. Contractors. Commercial teams.
• Verify site conditions affecting quantities and costs.
• Support resolution of quantity discrepancies and measurement issues.
• Maintain quantity surveying records, measurement sheets, and commercial documentation.
• Support preparation of final accounts and project closeout documentation.
• Review as-built information and completion records.
• Ensure all quantity-related records are properly documented for handover.
• Support audit requirements and final commercial settlement activities.

What Required Skills You'll Bring:

• Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline .

• Professional quantity surveying certification is an advantage.

• Minimum 8 years of experience in quantity surveying, cost management, or commercial management.

• Proven experience supporting major: Airport projects. Infrastructure developments. Transportation projects. Large-scale construction programs.

• Strong experience in: Quantity measurement. Cost estimation. Variation evaluation. Payment certification support. Contract administration.

• Experience working with: Delivery Partners. PMC organizations. EPC contractors. Main contractors. Client-side teams.

• Strong knowledge of quantity surveying principles, measurement standards, and construction cost management.

• Experience with: BOQ preparation. Quantity take-off. Cost forecasting. Variation assessment. Payment evaluation. Final account preparation.

• Good understanding of construction contracts and commercial procedures.

• Knowledge of FIDIC contract frameworks is preferred.

• Ability to interpret: Engineering drawings. Specifications. Scope documents. Construction methodologies.

• Familiarity with cost management tools and digital project platforms.

• Strong analytical, reporting, and problem-solving skills.

• Excellent communication and coordination abilities.

• Strong knowledge of aviation infrastructure cost management.

• Experience working under FIDIC or similar international contract frameworks.

• Experience supporting Design-Build, EPC, PMC, or Delivery Partner project delivery models.

• Familiarity with BIM-based quantity measurement and 5D cost management.

• Experience using commercial management systems such as: CostX. Bluebeam. Primavera Unifier. Similar cost control platforms.

• Strong stakeholder management experience with clients, contractors, and consultants.
