POSITION OVERVIEW

A reputable construction and contracting company is seeking a highly experienced and results-driven Procurement Engineer specializing in Civil works to manage the procurement, sourcing, and supply chain activities for large-scale retail commercial, healthcare, residential and mixed-use projects across the Kingdom of Saudi Arabia. The successful candidate will be responsible for procuring materials, equipment, and services for civil construction activities, ensuring timely delivery, cost optimization, and compliance with project specifications and quality standards.

KEY RESPONSIBILITIES

· Manage end-to-end procurement activities for civil works including sourcing and purchasing of construction materials such as cement, steel reinforcement, aggregates, concrete, formwork, scaffolding, waterproofing materials, and related civil construction supplies for large-scale retail commercial, healthcare, residential and mixed-use projects.

· Review and analyze project drawings, specifications, bills of quantities, and material requisitions to understand procurement requirements for civil works.

· Develop procurement plans, material delivery schedules, and sourcing strategies aligned with project timelines and budget constraints.

· Identify, evaluate, and qualify suppliers, manufacturers, and vendors for civil construction materials and equipment.

· Prepare requests for quotations (RFQs), conduct market analysis, and obtain competitive pricing from multiple suppliers.

· Evaluate technical and commercial proposals, conduct comparative analysis, and recommend vendor selection based on cost, quality, and delivery capability.

· Negotiate terms, pricing, payment conditions, and delivery schedules with suppliers and vendors to achieve cost savings and favorable contract terms.

· Prepare and issue purchase orders, subcontracts, and procurement agreements in compliance with company policies and project requirements.

· Monitor and expedite material deliveries to ensure timely availability on site and prevent project delays.

· Coordinate with site engineers, project managers, and warehouse teams to verify material specifications, quantities, and quality upon delivery.

· Maintain accurate procurement records, supplier databases, purchase order tracking, and cost reports.

· Manage supplier performance, resolve quality issues, handle material returns, and process claims for defective or non-compliant materials.

· Support cost control activities by tracking procurement expenses against approved budgets and identifying cost-saving opportunities.

· Ensure compliance with project specifications, Saudi standards, quality requirements, and company procurement policies.

· Coordinate with finance and accounts teams for vendor payments, invoice verification, and procurement documentation.
