HSE Manager

Job Summary

We are seeking an experienced HSE Manager to lead Health, Safety & Environmental activities for major Tier III / Tier IV and hyperscale Data Center projects in Saudi Arabia.

The ideal candidate will have extensive HSE leadership experience across major EPC, industrial, construction, or mission-critical projects, with proven expertise in Data Center construction, MEP installation, testing, commissioning, and handover.

Key Responsibilities

• Lead the overall HSE function for the Data Center project.
• Develop, implement, and monitor the project HSE Management Plan.
• Ensure compliance with applicable Saudi regulations, client requirements, international standards, and project HSE procedures.
• Manage and mentor the project HSE team and ensure adequate site coverage.
• Monitor subcontractor HSE performance and conduct regular audits, inspections, and compliance reviews.
• Lead incident investigations, root-cause analysis, and corrective/preventive actions.
• Oversee high-risk activities including MEP works, lifting operations, electrical works, work at height, confined spaces, hot works, excavation, and commissioning activities.
• Coordinate HSE requirements during testing, commissioning, integrated systems testing, and handover.
• Maintain strong communication with the client, consultant, contractors, and project leadership.
• Establish HSE KPIs and provide regular performance reports to senior management.
• Promote a strong safety culture and ensure continuous improvement throughout the project lifecycle.

Minimum Qualification & Competency Requirements

Education

• Bachelor’s degree preferred in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.

Professional Experience

• Minimum 10–15 years of HSE experience.
• Minimum 5–8 years in an HSE Manager / senior HSE leadership role on major EPC, industrial, construction, or mission-critical projects.
• Proven experience managing complex construction environments with multiple subcontractors and stakeholders.

HSE Certifications / Training

• OSHA 30-Hour Construction Industry certification.
• NEBOSH IGC or equivalent Level 6 Occupational Safety & Health Management qualification preferred.

Data Center Experience

• Minimum 3–5 years of direct experience on Tier III, Tier IV, or Hyperscale Data Center projects.
• Experience covering the full project lifecycle, including:
• Construction
• MEP installation
• Testing & inspection
• Pre-commissioning and commissioning
• Integrated systems testing
• Handover

Leadership & Management

• Proven ability to lead and manage multidisciplinary HSE teams of 20–100+ personnel.
• Strong experience in subcontractor HSE management.
• Ability to establish and enforce project HSE policies, procedures, and performance standards.
• Strong client, consultant, contractor, and stakeholder interface skills.
• Demonstrated ability to drive HSE culture, compliance, incident prevention, and continuous improvement.
