Job description

Lead and grow VSL’s Repair and Preservation business development in Saudi Arabia, with a focus on industrial and energy assets, and infrastructure. The role owns business development activities from early opportunity identification through to contract award.

Key Responsibilities

Market & Opportunity Development

  • Develop and execute the Repair & Preservation BD strategy for KSA, aligned with regional objectives.
  • Identify and pursue opportunities primarily in industrial and energy sectors, including:

o Oil & gas facilities, refineries, petrochemical plants

o Power, utilities, terminals, ports, and industrial infrastructure

  • Also focus on bridge infrastructure assets.
  • Proactively position VSL at early project stages, before tender issuance whenever possible.

Client & Stakeholder Management

  • Establish and manage senior‑level relationships with:

o Asset owners and operators

o Government and semi‑government entities

o Main contractors, consultants, and project managers

  • Act as the primary VSL commercial interface for Repair & Preservation works in KSA.

Tendering & Commercial Leadership

  • Lead BD input into prequalifications, EOIs, and tenders.
  • Carry out estimation and coordinate technical and operational requirements to prepare comprehensive offers.
  • Support pricing strategy, commercial positioning, and negotiations up to contract award.
  • Ensure opportunities pursued meet margin, risk, and strategic criteria.

Market Intelligence & Reporting

  • Monitor market trends, client programs, and competitor activity in KSA.

  • Maintain an accurate, conversion‑driven pipeline and provide reliable forecasts.

  • Feed structured market intelligence to regional management.

  • Civil or structural engineering degree.

  • min 5 years total professional experience.

  • Minimum 3 years professional experience in Saudi Arabia (non‑negotiable).

  • Proven business development experience within:

o Industrial and/or energy sectors

o Infrastructure sector is a plus

  • Demonstrated track record of secured projects, not only opportunity generation.

Technical & Commercial Credibility

  • Strong understanding of repair, rehabilitation, strengthening, and specialist construction works.
  • Ability to credibly discuss technical solutions with owners, consultants, and contractors.
  • Sound commercial acumen, including pricing, risk assessment, and contract basics.

Network & Market Knowledge

  • Established, active client network within Saudi Arabia.
  • Strong understanding of Saudi procurement processes and decision‑making structures.

Language & Personal Attributes

  • Fluent in English and Arabic.
  • Autonomous, proactive, and commercially driven.
  • Comfortable representing VSL at senior client levels.
