Position Title: Procurement and Subcontracts Manager Location: Saudi Arabia, Project Site Based Department: Project Procurement and Commercial Reporting To: Project Director (functional coordination with Commercial Manager and Project Controls Manager) Hiring Type: External hire or internal transfer (priority: immediate mobilisation)
The project requires an experienced senior manager to take full control of procurement and subcontract management and to stabilise performance. Current procurement execution is not meeting project requirements, resulting in avoidable delays, repeated submission cycles, and inconsistent communication to the client and consultants.
This role is required to:
•Establish clear leadership and accountability across procurement and subcontract activities.
•Improve the quality, accuracy, and timeliness of procurement information and reporting.
•Protect the commercial and contractual interests of the company.
•Strengthen supplier and subcontractor performance through proactive market engagement and expediting.
•Provide calm, confident representation with the client and consultants, including factual, concise updates and clear recommendations.
This is a leadership requirement, not an administrative support role.
The Procurement and Subcontracts Manager will be responsible for end-to-end control of procurement and subcontracting, including:
•Procurement strategy, planning, package prioritisation, and risk management.
•Tendering, bid evaluation, clarification, negotiation, award, and subcontract administration leadership.
•Supplier and subcontractor market engagement within Saudi Arabia and performance management.
•Coordination with engineering, planning, construction, quality, and commercial teams to prevent rework and delays.
•Executive-level reporting and client-facing communication on procurement status, constraints, and recovery actions.
•Senior procurement and subcontract management experience on major construction projects.
•Strong Saudi Arabia market experience, including supplier and subcontractor networks and local commercial practices.
•Proven ability to lead teams, drive decisions, and recover delayed procurement.
•Strong negotiation capability and sound commercial judgement.
•Calm composed leadership style and confident stakeholder management.
•Approval required: Within forty-eight hours.
•Candidate selection and offer issuance: Within seven days of approval.
•Mobilisation target: Within two to four weeks from offer acceptance (or sooner if candidate is currently in Saudi Arabia).
•A stabilised procurement plan with clear priorities, lead times, and recovery actions.
•A complete procurement tracker and weekly dashboard with accurate status, constraints, and decisions required.
•Improved subcontract and supplier engagement with documented action plans and expediting priorities.
•Stronger governance for tendering, evaluation, approvals, and documentation quality.
•Demonstrable reduction in procurement-related delays and repeated rejection cycles.
With minimum 5 years of experience.
With Ex-CCC experience is a plus.
