Key Responsibilities:
- Provide expert support to leadership on FMS and direct contract matters, including contract language and documentation.
- Develop and review Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), Statements of Work (SOWs), and related contract documents.
- Monitor and assess FMS and direct contract programs; recommend modifications, amendments, and waivers to improve outcomes.
- Analyze financial data related to FMS cases, including expenditures and billing statements (e.g., MODA reports, DD Form 645).
- Support participation in FMS Program Management Reviews (PMRs) and In-Process Reviews (IPRs), providing insights and recommendations.
- Review and coordinate LOAs, amendments, and contract notices for approval and signature through the appropriate chain of command.
- Advise leadership on Federal Acquisition Regulation (FAR) requirements and their impact on logistics and FMS programs.
- Coordinate with U.S. Government stakeholders and internal teams to ensure effective program execution.
- Travel as required to support program and contract activities.
Minimum Requirements:
- Master's degree from an accredited institution in Procurement, Materials Management, Business Law, Business Administration, Economics, Accounting, Mathematics, or a related field.
- Minimum of 15 years of U.S. Government contracting experience.
- At least 5 years of direct experience with FMS cases, including LOAs, contracts, and budgeting for weapons systems programs.
- Strong working knowledge of the U.S. Foreign Military Sales (FMS) program and acquisition processes.
- Familiarity with Federal Acquisition Regulation (FAR).
- Excellent communication and computer skills.
- Fluent in English.
Medical Examination: Candidates must successfully complete all mandatory medical examinations required to obtain employment.
Criminal Record: To qualify for a Saudi Work Visa, candidates must have a clean criminal record with no prior convictions, as specified by the Saudi Ministry of Foreign Affairs.
Drug and Alcohol Testing: Candidates must pass a drug test to be considered for employment. Additionally, our program enforces a random drug and alcohol testing policy. Employees will be subject to periodic testing to maintain adherence to our workplace standards and safety regulations.
