Parsons is looking for an amazingly talented Quantity Surveyor Variations and Change Management to join our team! In this role you will get to perform a range of quantity surveying and commercial activities across an assigned project or program, with a particular focus on variation identification, valuation, contractual compliance, change management, and commercial reporting. You will help protect Parsons and the client s commercial interests by ensuring changes are identified early, accurately assessed, properly documented, and effectively negotiated.

What You ll Be Doing

  • Review design changes, site instructions, Requests for Information, contractual notices, and revised project requirements to identify potential variations and commercial impacts.
  • Assess the cost and time implications of changes, including direct costs, indirect costs, prolongation impacts, disruption, and associated commercial exposure.
  • Prepare detailed cost estimates, quantity breakdowns, rate analyses, and supporting documentation for proposed variations.
  • Manage the end-to-end variation and change process, including initiation, assessment, recommendation, approval, implementation, and closeout.
  • Prepare and review variation orders, change requests, commercial evaluations, and supporting contractual records.
  • Assist in preparing and evaluating claims related to scope changes, delays, disruptions, prolongation, and differing conditions.
  • Perform quantity take-offs, remeasurement, and valuation of variation works using approved drawings, specifications, site records, and measurement standards.
  • Review and validate contractor variation submissions against contractual provisions, approved scope, drawings, records, and agreed rates.
  • Ensure valuations are accurate, justified, auditable, and compliant with the contract and applicable standard methods of measurement.
  • Interpret and apply contract provisions related to variations, change orders, valuation mechanisms, notices, rates, and entitlement.
  • Draft commercial correspondence related to variations, claims, notices, rates, valuation matters, and agreement of changes.
  • Maintain accurate variation registers, change logs, cost reports, forecasts, and commercial records.
  • Coordinate with design, construction, planning, engineering, project controls, and commercial teams to obtain information required for variation assessments.
  • Liaise with contractors, consultants, and client representatives to clarify submissions, negotiate rates, and agree variation values.
  • Attend progress, change control, and commercial meetings and present updates on variation status, cost exposure, and outstanding actions.
  • Maintain comprehensive and traceable records of all variations, approvals, assessments, correspondence, and supporting documentation.
  • Prepare periodic variation and change reports for internal management and client review.
  • Support project cost forecasting by incorporating approved, pending, and anticipated variations.
  • Identify emerging commercial risks and recommend mitigation actions to project leadership.
  • Assist with project audits, commercial reviews, final accounts, and contract closeout activities.
  • Ensure all commercial records are complete, accurate, and audit-ready.
  • Perform other responsibilities associated with this position as appropriate.

What Required Skills You ll Bring

  • Bachelor s Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.

  • Minimum 5 10 years of relevant quantity surveying experience , with a strong focus on variations, change management, valuation, and commercial administration.

  • Experience supporting large infrastructure, building, mixed-use, or major construction projects.

  • Strong knowledge of quantity surveying principles, standard methods of measurement, cost estimating, and cost analysis.

  • Demonstrated experience managing the full variation process from identification through valuation, negotiation, approval, and closeout.

  • Ability to identify changes with commercial impact at an early stage.

  • Experience preparing detailed variation submissions, commercial evaluations, rate analyses, and cost breakdowns.

  • Experience reviewing and validating contractor variation claims and change requests.

  • Strong understanding of FIDIC or other international standard forms of construction contract.

  • Ability to interpret contractual clauses related to variations, notices, rates, valuation mechanisms, and entitlement.

  • Working knowledge of claims principles, including delay, disruption, prolongation, and their cost implications.

  • Strong analytical capability to assess cost and time impacts.

  • Ability to evaluate alternative technical solutions from a commercial and cost perspective.

  • High level of accuracy and attention to detail in quantity, cost, and financial records.

  • Strong written and verbal communication skills in English.

  • Ability to prepare clear commercial reports, contractual correspondence, recommendations, and justifications.

  • Confidant negotiation skills with contractors, consultants, clients, and project stakeholders.

  • Proficiency in Microsoft Excel and other Microsoft Office applications.

  • Strong organizational and time-management skills, with the ability to manage multiple variations and deadlines simultaneously.

  • High level of integrity, professional ethics, and commercial awareness.

  • Ability to work effectively within multidisciplinary project teams.

  • Proactive, detail-oriented, and commercially focused approach.

  • Professional Quantity Surveying qualification or membership such as MRICS, AIQS, or equivalent.

  • Experience working with international consultants or contractors in the Middle East, preferably in Saudi Arabia.

  • Experience using quantity surveying and cost management software such as CostX, Candy, or equivalent systems.

  • Familiarity with Primavera P6, Microsoft Project, or similar planning tools for assessing schedule and time impacts.

  • Experience with project controls and commercial systems such as Contract Manager, Estimate/Schedule Transfer tools, or Document and Materials Control Systems.

  • Strong understanding of construction contract commercial documents, drawings, specifications, and measurement requirements.

  • Experience supporting final accounts, claims assessments, and dispute avoidance.

  • Knowledge of change-control governance and approval workflows on major projects.

  • Familiarity with cost forecasting, cash flow, and commercial performance reporting.

  • Arabic language skills are an advantage.

  • Strong stakeholder management and relationship-building capabilities.

  • Ability to contribute to continuous improvement in variation, valuation, and commercial management processes.
