Job description

  • Develop and implement project-specific HSE management systems in compliance with Saudi Arabian labour law, Civil Defense regulations, HRSD and international safety standards such as ISO 45001, ISO 14001, European Standard and OSHA.

  • Ensure continuous alignment with HRSD, Saudi Building Code (SBC) guidelines, and project-specific client HSE requirements

  • Conduct regular HSE behavioural audits, inspections, and monitoring to enforce compliance with statutory and client-mandated HSE protocols.

  • Apply professional judgment in evaluating site conditions and determining conformance with Saudi regulatory and environmental requirements.

  • Deliver comprehensive safety orientation and site-specific induction for all new workers, addressing project hazards, emergency procedures, fire safety, and Civil Defense coordination protocols.

  • Facilitate safety training and awareness programs in English, Arabic, and other relevant languages to accommodate a multicultural workforce.

  • Demonstrate correct use of PPE, fire-fighting systems, and emergency evacuation procedures; document training participation and issue access cards/badges accordingly.

  • Monitor subcontractor HSE training compliance and validate certification and competency records as per local regulations.

  • Conduct pre-construction and pre-task planning sessions with subcontractor HSE representatives, establishing methodical and risk-based safety controls.

  • Organize and document daily toolbox talks and task-specific safety briefings in accordance with Saudi Civil Defense and client safety expectations.

  • Review and approve subcontractor HSE plans, site-specific risk assessments, and high-risk activity permits (e.g., Hot Work, Confined Space, LOTO, Working at Height).

  • Maintain active coordination with Civil Defense, local hospitals, fire response units, and industrial rescue teams for rapid emergency response planning.

  • Lead weekly HSE inspections, internal audits, and joint walkdowns with client teams; issue NCRs, track close-outs, and maintain audit readiness.

  • Investigate all incidents, injuries, near misses, and unsafe acts; perform root cause analysis using tools such as 5 Whys or Fishbone Analysis and ensure robust corrective action plans.

  • Track and analyze leading and lagging indicators (e.g., LTI, TRIR, Near Miss Frequency Rate) and present HSE performance dashboards in client review meetings.

  • Issue monthly HSE reports, incident logs, environment monitoring summaries, and trend analyses in the format approved by client and statutory bodies.

  • Encourage open communication and involvement across all workforce levels through multilingual safety dialogues, feedback sessions, and reward systems.

  • Maintain an up-to-date record of safety meetings, action points, audit observations, and closure status for compliance reviews and third-party audits.

  • Lead the HSE team by setting measurable KPIs, providing mentoring and technical support, and conducting regular team performance reviews.

  • Coordinate with Learning & Development to implement career development pathways for site safety officers and align training plans with evolving site risk profiles.

  • Oversee the implementation of environmental controls including waste management, dust suppression, noise control, and hazardous material handling per KSA environmental laws.

  • Bachelor’s degree in engineering, Environmental Science, or Occupational Health & Safety

  • Minimum of 15 years of experience in construction HSE management, including 5 years in a leadership role on complex or mission-critical projects (data centres, airports, industrial plants, Highrise building, Earthworks)

  • International HSE certifications mandatory: Level 6 International OHS Dip, NEBOSH IGC, OSHA 30/OSHA 510, or equivalent

  • Certified Lead Auditor in ISO 45001 and/or ISO 14001, ISO 9001 is preferred

  • OHS membership Grad-IOSH, CMIOSH is preferred or Equivalent.

  • Experience in managing safety systems, documentation, and incident investigations on large-scale construction sites

  • Proficiency in MS Office, incident tracking software, HSE portal, and safety audit tools

  • Strong communication, leadership, and stakeholder engagement skills

  • English fluency is mandatory; Arabic is preferred
