We are seeking a detail-oriented HSE Inspector to join our Project Management Consultancy (PMC) team for a transportation project entering the Design & Build (D&B) phase. The selected candidate will work under the HSE Manager and be responsible for monitoring the D&B contractor's compliance with health, safety, and environmental (HSE) standards and regulations.
Your role
Implement company HSE management systems, policies, procedures, and standards.
Ensure compliance with project-specific HSE requirements and client standards.
Monitor compliance of project personnel with HSE procedures and legal requirements.
Conduct routine site inspections, audits, and safety tours.
Identify unsafe acts, unsafe conditions, hazards, and non-conformances.
Report critical and outstanding safety issues to project management.
Monitor contractor and subcontractor compliance with HSE requirements.
Review and assess Contractor HSE Plans.
Review Risk Assessments (RA), Method Statements (MS), and Safe Systems of Work.
Verify implementation of risk control measures.
Issue safety observations, warnings, and enforcement notices where required.
Follow up on corrective and preventive actions until closure.
Conduct HSE inductions for employees, visitors, and contractors.
Deliver toolbox talks, safety briefings, and awareness campaigns.
Identify HSE training needs and coordinate training programs.
Promote a positive safety culture and workforce engagement.
Develop and maintain project HSE plans and safety files.
Prepare site-specific and office risk assessments.
Develop and maintain emergency response and evacuation plans.
Coordinate emergency drills and preparedness exercises.
Investigate accidents, incidents, near misses, and dangerous occurrences.
Conduct root cause analysis and recommend corrective actions.
Compile accident statistics and trend analysis reports.
Maintain HSE registers, records, and documentation.
Prepare daily, weekly, and monthly HSE reports.
Maintain inspection, training, induction, and incident records.
Conduct HSE performance monitoring and self-assessments.
Participate in project progress meetings and coordination meetings.
Chair safety meetings and issue meeting minutes.
Liaise with clients, contractors, consultants, and regulatory authorities on HSE matters.
Provide HSE advice and support to Project Managers, Engineers, and Supervisors.
Ensure compliance with applicable HSE legislation and international standards.
Support environmental management and sustainability initiatives.
Monitor waste management, pollution prevention, and environmental controls.
Ensure appropriate PPE usage and compliance on site.
Conduct workplace inspections of tools, equipment, vehicles, and work areas.
Verify competency and certification requirements for personnel.
Monitor high-risk activities such as lifting operations, excavation, confined space entry, and work at height.
Assist in developing HSE objectives, targets, and improvement plans.
Track and report HSE Key Performance Indicators (KPIs).
Stop unsafe work where imminent danger exists.
Escalate serious incidents and significant HSE concerns immediately.
Support management in achieving zero harm and continual improvement objectives.
Act as a champion for Health, Safety, Environment, and Wellbeing (HSEW) across the project.
Bachelor's degree in occupational health and safety, Environmental Science, Engineering, or a related field.
Professional certification in HSE (e.g., NEBOSH, IOSH, CSP) is highly desirable.
Minimum of 5 -7 years of experience in HSE management, with a focus on metro or railway projects.
Proven experience in a PMC environment, acting as a client representative.
In-depth knowledge of HSE regulations, standards, and best practices.
Experience in conducting HSE audits, inspections, and incident investigations.
Strong understanding of risk assessment and management principles.
Excellent communication, leadership, and interpersonal skills.
Ability to work effectively in a multidisciplinary team and manage multiple stakeholders.
