As a Project Director Smart Park Programme at JLL, you will lead the integrated delivery of digital and technology systems within a complex construction environment. You will translate strategic objectives into executable programmes while balancing stakeholder expectations, partner interfaces, and long-term operational value creation.
Key Responsibilities
- Provide overall leadership and accountability for the delivery of digital, IT, and smart technology systems within a major smart park construction programme
- Translate strategic objectives and client ambitions into structured, executable delivery programmes with clear scope, milestones, and outcomes
- Lead integrated delivery across construction, IT, OT, and digital workstreams, ensuring alignment between traditional construction sequencing and agile/digital delivery approaches
- Establish and manage programme governance structures, including steering committees, reporting frameworks, and decision-making processes
- Manage programme risk, scope, cost, schedule, and interdependencies using structured programme management methodologies (MSP, PMI, PRINCE2, or equivalent)
- Act as the primary client interface, managing full technical and commercial relationships in a complex, multi-partner environment
- Own project-level P&L responsibility (approximately $3M), including budget management, forecasting, and commercial performance
- Lead and develop multidisciplinary delivery teams, fostering collaboration across design, construction, technology, and operations
- Manage and mediate competing stakeholder priorities across business sponsors, design authorities, contractors, systems integrators, and technology partners
- Ensure technology solutions are operationally viable, scalable, and aligned with long-term value creation objectives
- Oversee procurement and partner engagement activities, including evaluation of vendors and integrators
- Provide executive-level reporting on programme performance, risks, financials, and value realization
- Translate technical complexity into clear business cases, performance dashboards, and public value narratives suitable for senior leadership and public-sector stakeholders
Your Skills and Experience
- p>Minimum 15 years of experience delivering large-scale, highly complex programmes spanning construction, IT, digital, or smart city environments/p>
- p>Proven track record delivering IT and digital systems within major capital construction programmes/p>
- p>Strong understanding of smart city, smart park, and infrastructure technologies including IT, OT, integration platforms, super apps, and digital services/p>
- p>Demonstrated experience balancing construction-led delivery models with agile and digital implementation approaches/p>
- p>Expert knowledge of programme and project management methodologies (MSP, PMI, PRINCE2, or equivalent)/p>
- p>Strong commercial acumen with experience managing project-level P&L, budgets, and financial performance/p>
- p>Extensive experience managing senior client relationships across technical and commercial dimensions/p>
- p>Proven ability to resolve conflicts and drive alignment across diverse stakeholder groups and delivery partners/p>
- p>Excellent executive communication skills with ability to articulate technical decisions in terms of business, operational, and public value/p>
- p>Experience working in public-sector or government-led environments is highly desirable/p>
- p>Strong leadership skills with experience building and managing high-performing multidisciplinary teams/p>
Academic Qualifications
- p>Bachelor s or Master s degree in Engineering, Construction Management, Computer Science, Business Administration, or a related discipline/p>
- p>Professional certifications such as MSP Practitioner, PMP, PRINCE2 Practitioner, or equivalent are highly desirable/p>
