Position Summary
Euro Group Engineering Consultancy seeks a seasoned Project Manager with demonstrable experience in oil spill response and coastal/shoreline soil remediation to lead client-facing consultancy, field investigation, remedial design and implementation oversight. The role will manage multi‑disciplinary teams, produce technical deliverables (work plans, field protocols, BOQs, BMPs), liaise with regulators/clients, and supervise contractors during field work and remediation verification.
Key Responsibilities:
- Lead and be the primary client-facing Project Manager for oil‑spill and coastal soil remediation consultancy assignments from mobilization through closeout.
- Prepare and submit draft and final Work Plans, mobilize project teams, and deliver approved implementation schedules (logic‑tied, critical path milestones) within contract timelines.
- Design and/or review field investigation programs (SCAT‑modified surveys, LiDAR integration, transect/grid pit networks, georeferenced sampling), including sampling SOPs, QA/QC, chain‑of‑custody and laboratory method specifications.
- Develop remedial design packages and standalone appendices per site: remediation methodology, drawings, GIS maps/coordinates, HSSE plans, disposal/waste handling methodology, and complete BOQs with detailed cost breakdowns and execution durations.
- Manage and coordinate environmental monitoring programs (soil/sediment/biota sampling, TPH/PAH and other analyses), liaise with accredited laboratories and ensure laboratory accreditation/SOPs meet KSA requirements.
- Provide technical oversight and supervise remediation contractors during field trials, mobilization, REA (Rapid Ecological Assessment), vertical control/topographic surveys, and active remediation; verify implementation of environmental protection measures and no‑go zones.
- Integrate historical data, long‑term monitoring results and LiDAR outputs to evaluate remedial alternatives, identify data gaps, and produce technical justification for selected methods.
- Prepare technical memoranda, presentations and workshops for client technical teams; deliver executive summaries in English and Arabic.
- Lead after‑action reviews, capture lessons learned, and produce site‑specific Best Management Practices (BMPs) for active and post‑remediation phases.
- Oversee preparation of electronic deliverables (CAD/GIS, data tables, cost databases) and ensure all documentation is client‑review ready.
Qualifications:
- Bachelor’s degree in Environmental Engineering, Marine/Civil Engineering, Environmental Science or related discipline; Master’s preferred.
- Professional certification (PMP or equivalent) preferred.
- Recognized oil spill and incident management training (IMO/OSR, ICS) and HSE certifications preferred.
Experience:
- Minimum 10 years’ relevant experience with at least 3 years in senior project management/client‑facing consultancy roles.
- Proven, mandatory experience managing oil spill response and coastal/shoreline soil remediation projects, including field investigations, SCAT/modified SCAT surveys, LiDAR data integration, sediment chemistry (TPH/PAH), and preparation of BOQs and remediation design packages. Candidates must provide project examples and references.
- Experience supervising remediation contractors and conducting ecological assessments and REAs in tidal/intertidal environments.
- Familiarity with Saudi regulatory and permitting processes and working in petrochemical, offshore, port or industrial coastal contexts preferred.
Technical Skills & Competencies:
- Expert knowledge of oil spill response tactics, shoreline cleanup, HOS/AP removal, tilling/excavation, bioremediation and other coastal remediation technologies.
- Strong competence in field investigation design (sampling design, dGPS, QA/QC), environmental monitoring and lab coordination (ISO/17025 familiarity).
- Proficiency with Primavera P6, MS Project, GIS/CAD, data analysis and reporting tools.
- BOQ preparation, cost estimating (SAR), contract administration and procurement oversight.
- Excellent leadership, crisis decision‑making, stakeholder management and communication skills; strong technical writing in English with Arabic advantageous.
- Ability to mobilize on short notice and travel frequently between Jubail, Riyadh and project sites.
